Govt to take remedial steps to boost falling textile exports

Remedial measures are being considered by the government of Pakistan to deal with the problems and issues faced by textile industry, on recommendations made by the stakeholders, to improve production and exports of the industry.

To uphold country’s textile sector, the government is likely to announce a textile policy called National Textile Strategy in the middle of this month. Before finalizing the policy, the Textile Ministry has consulted all textile sector associations along with the Chamber of Commerce and Industry.

The ministry received recommendations for zero rating on import of textile machinery, zero rating exports, tariff reduction, nonstop energy supply to textile units. Along with this, issues related to market access and quality products with timely delivery and single digit mark up and special power tariff for the textile industry has also been recommended.

It has been suggested that the issues like duty-free market access to European Union and the US markets should be included in textile policy as Pakistan imports a huge amount of USA long staple cotton to the tune of $400 million to $500 million every year.

Bangladesh exporters under the Global Textile Spotlight

The pangs of the ongoing global crisis have been futile in affecting the buoyant apparel export figures of Bangladesh.

Bangladesh is creating history by surpassing India in exporting garments to US. The country's exports to US have increased drastically by 10% since 2008 onwards, while the export figures of India fell by 3%. Recession is having a devastating effect on all export dependent economies. Collapse of the economies in US, and EU has caused a spiky decline in the export dependent, and developing countries. Despite global recession, textile exports surge in Bangladesh.

Countries like India and China that are performing well in the global forefront have recorded decline in their sales figures during the recent past in contrast to the double digit expansion during the past decade. Other high performing counterparts like Indonesia, Malaysia, Philippines, and Thailand are also hit badly by the global crisis. But, the sterling performance of Bangladesh in exporting textiles, and apparels during the recession struck economy is appreciable.


Bangladesh - A Low-end Textile Exporter:

Textile exports from Bangladesh displays a buoyant performance. Knitwear and woven garment exports have increased by 41.8%, and 36.2 percent during December 2008 comparatively over the previous years figures. Since Bangladesh exports low end textile products, their sales are least affected by the economic crisis. Shoppers from the income declining countries, who prefer to restrict their shopping budget, prefer to buy low end garments imported from Bangladesh.

Electroconductive textiles to open up new possibilities

Once again, BASF is presenting ideas for innovative technical textiles at Techtextil 2009 (Hall 3.0, Stand B79) in Frankfurt/Main, Germany on June 16 - 18. In addition to a variety of textile coating solutions, the focus this year is on electroconductive textiles.

E-Textiles will open up new possibilities

Electroconductive textiles, so called E-Textiles, combine typical textile properties such as flexibility, tensile strength and handle with electrical or metallic functions such as thermal and electrical conductivity. BASF introduces under the name Texapret E, a new technology, where these products can be produced on an industrial scale. E-Textiles can be used in diverse fields of application such as the automotive and construction sectors.

Various possible applications for this innovation will be presented at the stand, such as:
• The surrounding environment can be observed with textiles fitted with sensors: A sensor-equipped carpet, for example, could detect, evaluate and relay movements. Such textiles can be used in nursing homes where unusual falls can be immediately reported and assistance called for.
• Textiles with LEDs (light-emitting diodes) open up new possibilities for furnishings and advertizing media. They could, for example, be used in flags and banners that are visible at night.

Textile solutions for construction and home textile applications: self-cleaning effect and water-, oil-, and dirt-repellence
BASF Textile Chemicals have a variety of solutions for both inside and outside any building, including private homes.

For example, when textiles are treated with BASF’s Mincor, even stubborn dirt particles can be washed off easily simply with water. Mincor is a finishing system based on nanotechnology for self-cleaning technical textiles that can be used for awnings or parasols allowing textiles to remain clean and look new for longer. Since its launch in 2007, the technology has been continually improved. For example, the customized dispersions for flame retardancy are effective even at low application rates, and thereby hardly affecting the handle of the fabrics.

High cotton prices hit textile enterprises in Hebei


Hebei Province has hundreds of cotton textile enterprise and about 400,000 industrial workers. Cotton prices directly affect normal production of the textile industry and at present, about half of textile enterprises are partly shut down due to cotton shortage.

It is estimated that domestic cotton price is 2,000-2,500 Yuan per ton higher than in global markets, which has created tremendous pressures on domestic textile industry as nearly 50 percent of the capacity relies on exports.

The huge cost difference makes it very difficult for domestic textile enterprises to compete in international markets. After a large amount of cotton was purchased for state reserves, there seems to be a shortage, due to which prices keep on rising.

At the same time, cotton imports are subject to quota restriction and all these factors have exacerbated the difficult situation of the textile enterprises. In domestic market, the cost of spinning 21s count yarn is 17,000 Yuan per ton, while port import price of the same is only 14,000 Yuan per ton.

China's textile industry has been fully integrated into global competition, but now China's cotton textile enterprise are less competitive, because India and other countries have no quotas for cotton imports and market prices range in 10,200 to 10,600 Yuan per ton.
